The Governor was not prepared to accept the
arguments put forward against making a request for the
exclusion of textiles and footwear from the EEC offer
for all beneficiaries and it was agreed that the
Governor's proposal would be put to Ministers for a
decision.
Ministers have now considered this matter and
have decided that, for the reasons given during the
Consultations and because there would be no hope of
the EEC accepting such a recommendation, we should not
urge the EEC to exclude textiles and shoes altogether
from its offer of Generalised Preferences.
