Declavation by the U.K. on Hong Kong.

The Govenor asked whether the U.K. might make Some declaration on joining the Community as to the practical limitation on its power to give directions to the Colony, your minute of 19 January to Pakenham refers.

Exclusion of textiles and footwear by the EEC from

its G.P.S. offer.

This has been submitted to Ministers who have agreed with the recommendation that we should wot- as the ERC to exclude textiles and footwear entively from their offer of Generalized Preferences.

Reverse Preferences.

Hong Kong would wish to use her tarift position now to offer the donor countries some quid que mo Mr. ham agreed that it would he unreasonable for The uk not to allow Hong Kong to phase out reverse prefereness to America (on tobacco, hauer & velides)

but-that these Concessions should not be handed to the EEC and Japan for nothing. Hong Kong were promised that the matter would be checked with Ministers and a reply given to them.

America will not give Hong Kong Generalised Preferences while the latter maintains reverse preferences. Since it is hoped that Ancerica can soon be persuaded to include Hong Kong in it's GPS offer, the sooner a decision to permit Hong Kong 15 phase them out is come to the better,
