I now attach 5 copies of our brief on US Trade Policy. This incorporates the comments of EID and PI made on the first draft. We have also added, after dis- cussion with Mr Rippon's Private Office, a new section (paragraphs 9-12) on the Generalised Preference Sche and Hong Kong.

This new piece is still subject to comment by her departments. We would propose to 1. ake account aft the weekend of any comments they may have at the s time as we review the passages in paragraph 5 of th brief referring to GATT, in the light of the outco the talks with the Americans on agricultural levies 1 (ii) of your minute of 24 February), and developm (if any) on the textile front.
4. As regards the point in para l(i) of your mine 24 February, we and DTI think this is another quest that will require re-examining after the weekend (5 of its fluidity. Prima facie, however, anything ab the idea of a joint US/Europe approach to the Japa might be fitted most comfortably into the section ( 4 et seqq) of EID's brief dealing with the US-Euro initiative for free trade.
