In regard to a. aboor, the Bill on generalised preferences, which will not contain a list of beneficiaries, will have to be passed by the Diet by end March. A Cabinet Order designating beneficiaries and products bill afhear probably in June so that the Japanese offer on generalized preferences can come into force on 1 July. From this sequence it would appear Ital- Mr. Hirahana's vies that discussions with Hong Kong officials should take place in April or May would be a sensible time table. Doubtless Mr. Wakefield in Tokyo is preparing to raise the subject & there meetings with the Frhanere Government very sharity.

Although the EEC have not yet announced I tou GPS offer, both South Korea and Singapore will probably be offered preferences on textcles and shoes (from which Hong Kong will be excluded). While

Tanian, not being

a member of the Group of 77, will mobably not receive this ofter, they will probably be included in the GPS later in the year but, as Mr. Hannay says, they too may not be entirely excluded from textiles and shoes.
