Mr. Bottomley asks whether the Govenor knows the position about our inability to press the EEC to exclude Hong Kong's competitors also from their GPS offer in respect of textiles and shoes.
The wording in the Governor's telegram No 64 clearly shows that be accepts the exclusion of Hous bong as proposed by the EEC 1.2. while Hory Houp
is excluded, other recipients may not be.
Mr. Riphon's telegram No 91, para 34ty, makes it clear that we could not do more than record our Concern to avoid discrimination,
