Our latest information however, obtained by Lam from Ed Cronk in Paris last week, is that the State Department consider that something must be done for Hong Kong and they are considering what this should be. I would not therefore take as pessimistic a view of the intentions of the Administration as you do.

The likely views of the Congress are of course a different matter and their decisions are likely to be much effected by what happens on textiles and footwear. I suggest that we should await advice from the Embassy in Washington about the desirability of any further representations or discussions on any special arrangements for Hong Kong
