by Mr Wilford

of this hind

I am writing by way of explanation of

our exchange of telegrams concerning the

Hong Kong Government's proposals for modifying

the rules concerning night work for women.

2.

We did our best to meet your deadline,

but with the Labour Adviser abroad at the time

your proposals were received and the need

just for reference to Ministers, it was not

I need hardly add how important

possible.

it is for us to have as much warning as you can amp wo

possible

of any decisions on delicate issues

that might, for example, give rise to

Parliamentary criticism here.

3.

Turning to the subject of these

exchanges, we have assumed that the arrange-

ments for the prior inspection of industrial

premises before a permit is issued for women

to be employed at night will be continued.

Moreover, while the division of duties

continues to exist between Labour Inspectors

and Factory Inspectors, you may think it

as to

worthwhile enquiring the extent to which

Factory Inspectors participate in)inspections

subsequent injin

ht./It

of the factories concerned at night.

It would

also be helpful to us if we could be told

of any local criticism that may develop after

the public announcement has been made.
