In Saving Despatch/No 13 of 2 January 1970, to the Governor
^ oficion on the Secretary of State agreed there was no
objection to granting permission for adult women to work at
night by means of selective exemptions under Section 7(4) of
the Factories and Industrial Undertakings Ordinance (Cap 59).
2. As a result, the Commissioner of Labour was authorised to
consider applications from managements of selected industrial
undertakings to employ women at night for a trial period

Following a recent review, the Commissioner of Labour was
satisfied that the scheme worked well and, to meet the
continued shortage of labour, should be extended for a further
trial period of one year, ie until 30 June 1972. In his
Saving Despatch No 361, the Governor recommended various
modifications to the special safeguards which he wished to
announce before the end of May in order to give managements
adequate notice of the continuation of the scheme. This
Saving Despatch was dated 11 May 1971 and reached Hong Kong
Department on 17 May. As the Overseas Labour Adviser was
abroad until 24 May and was expecting to meet the Hong Kong
