The meeting arranged with the T.U.C. to discuss the Trade
Union Registration Bill will be held at 10.30 a.m. on Tuesday,
5 January at T.U.C. Headquarters at Transport House. Mr. Foggon
will be away from office during that week and Mr. Goodwin, the
ODA Labour Adviser, supported by Mr. Hurst, the Deputy Labour
Adviser, will be representing the Government side with, possibly,
Mr. Allen the Registrar of Trade Unions who is on leave from
Hong Kong.
2. Mr. Foggon does not consider it necessary for Hong Kong
Department to be represented at the meeting.

No reply has yet arrived to Mr. Wilford's letter of 23
December to Sir H.Norman-Walker asking whether Mr. Allen may
attend the meeting and for a summary of Hong Kong's views on the
points raised by the T.U.C. Should any reply arrive from Hong
Kong before close of play on Monday 4 January, Mr. Hurst would
be grateful if he could have details.
