I have now had time to read the paper which you kindly

gave to me recently in Hong Kong in which you comment

on the draft Trade Union Registration (Amendment) Bill.

I should like to emphasise that it/is the practice of

the Hong Kong Government/to publish legislation of this

type before it is introduced into Legislative Council.

This gives all sections of opinion an opportunity to

express views about the legislation, which can be taken

into account before or during the passage of the

legislation through the Legislature. This procedure

has been followed in the present case.

As a result of the representations received, you will

be glad to know that offences against "public order"

will not be included among those offences which debar

persons from holding union office for a period of five

years and that the clause adding "obstruction" to the

icketing lay has been deleted. After very careful

consideration, however, it is still felt that picketing

of private residences should not be permitted though

this amendment will not restrict the right to picket

a building which is both a residence and a place of

work.

Since the definition of "Employee", which in the orig-

inal Ordinance refers to a person employed on the staff

of a Trade Union, is changed in the proposed Amendment
