To answer Mr. Chan's paragraph 2, I suggest the inclusion
of the following as paragraph 4 of our reply:-

" Since the definition of "Employee", which in the original
Ordinance refers to a person employed on the staff of a
Trade Union, is changed in the proposed Amendment Bill
to refer to workmen who are members of a Trade Union, it is
necessary to use the word "clerk" to define persons employed
on the staff of a Trade Union. It is not intended that
any obligation will be imposed on "clerks" which was not
imposed on "employees" by the original Ordinance."
It appears that the points raised in Mr. Chan's paragraph
4 have been answered in the proposed paragraph 3 in your minute
of 5 January.
