I find the argument in paragraph 4, in particular, of the draft paper very hard to follow. Paragraphs 3 and 4 deal in large part with Chinese policy and yet the second the third sentences of paragraph 4 list factors which should affect British policy and would therefore come more appropriately in paragraph 5. I hesitate to re-draft it myself but wonder, if you agree, if you could re-arrange this.
