RECRUITMENT OF INSPECTORS OF POLICE FOR HONG KONG
1.
It seems to me that the consensus of opinion is that Hong Kong should not advertise in the press in Southern Rhodesia. Apart from that I think that on this issue we should be guided by the views of Rhodesia Political Department. I note that Mr Mason has minuted that "it would be undesirable to take on ex-Rhodesian Police Officers because of the allegiance question".
2. As to recruitment from South Africa, it seems to me that the type of person to whom Mr Clewley referred in paragraph 3(a), (b), (c) and (d) of his minute to me of 23 September would not wish to join the Hong Kong Police Force and would in any case not be able to join that Force if the Hong Kong Government stipulated that the possession of a UK passport was one of the qualifications for appointment.
3. Subject to any views Mr Gaminara may have I would be inclined to accept the view expressed by the Deputy Overseas Police Adviser in his minute to Mr Lambert of 16 September. This view is, I see, supported by Central and Southern African Department
which is the Department primarily concerned).
