GUIDELINES FOR THE GOVERNOR DESIGNATE, HONG KONG

1.

I confirm my broad acceptance of the papers enclosed

in your minute of 18 October on the basis of paragraph 2 of th minute viz: that in all cases you could only act or make recommendation after investigation on the spot.

2.

I attach some more detailed comments on sections of the

papers enclosed with your minute. You will see that they do not broadly differ from the courses of action you propose but draw attention to some considerations on certain of the courses which,

in my view, at any rate, will have to be taken into account before policy on the various points is finalised by you.

3.

I have put my comments on Part A of your papers on a separate sheet with appropriate grading so that it can be detached as required after this exercise has been completed.

4.

The bulk of my comments relate to the section of the paper dealing with Domestic Policies. We would both benefit from Mr Laird's views on this section and I would hope that if time permitted we could delay finalising your paper until he has

returned from leave.
