2. Our aims aro as follows:
(a) to holp bring China into a healthier relationship with the
rest of the world and to useful participation in the United Nations;
(b) to improve the volume and scope of our bilateral contacto; (c) to maintain the internal stability and prosperity of Hong
Kong;
to encourage the growth of trade between China and the UK and to consolidate and improve our position as a major
oxportor to China.
HONG KONG
2. Our specific sims as regards Hong Kong (1(0) above) are to normaliso and maintain day-to-day contacto with China.. This entails:-
(a) the orderly movement of goods and persons across the bordor; (b) the maintenance of essential servicos (e.g. water) and
supplies.

(o) make it clear to the Chinese that disorders in the Colony
will not be permitted;
