relationship between the civil air authorities in Canton
and Hong Kong, and this would give benefits unconnected
with this service.

Contacts for water, telecommunications, posts and
meteorology are obviously all to be encouraged for their
own sakes as well as because they all make for "normal"
relations. It is just possible that we might add to this
the export of electricity, though nothing has ever come of
this in the past.
