Education
15. There are excellent proposals in being for the extension
of post primary education including pre-vocational training,
and I do not think that any further examination of the problem
is needed. The requirement is rather to ensure that the
plans are adopted and implemented, and that the Education
Department, including its Director and his Deputies, are
equal to the task. I expect to find a need to give them a
greater sense of status in the government machine, greater
professional freedom from Secretariat control and perhaps
an injection of new blood from outside.
Technical Education

16. Here again excellent plans have been drawn up and the
need is now to see how quickly they can be implemented.
think it should be possible to arrange that technical
education at both polytechnic and institute level can be
pressed on or expanded respectively in advance of the extensive
building programme that is planned. I have had much advice
on this subject from TETOC and from the Heads of technical
colleges both here and in the Far East.
Housing
17.
The problem here is that the requirement is so vast
that a high degree of selectivity is inevitable.
It cannot
all be done at once. But I shall want to be satisfied that
programmes are introduced which will do much more than
