GUIDELINES FOR THE GOVERNOR DESIGNATE, HONG KONG

In connection with the comments in your minute below of 25 October you may care to glance at the attached two papers written by Sir David Trench. I inherited these from Mr Carter. You will be interested to see that the point made in your paragraph 1 was made by Sir D Trench in paragraph 22(iv) of his earlier paper (in the orange cover) and spelt out in much greater detail in the other paper (see in particular the summary and conclusions). When Sir D Trench returns to this
country next month I shall suggest to him that both these papers be destroyed.
2. Sir Murray MacLehose left on record the following statement of the line he would follow

"Meanwhile my object in Hong Kong must be to ensure that conditions in Hong Kong are so superior in every way to those in China that the CPG will hesitate before facing the problems of absorption. These objects coincide with what we, as the administering power, would wish for the Colony in any case."
I have only one other comment on your minute. I agree that a greater risk could be taken in a wider range of interests being given a voice in the Legislature, particularly if all the members of Executive Council were also members of the
"constructive Legislative Council. Those members would be the and co-operative" members of the Legislature defending Government policy in the Council Chamber. In this connection you will see from file No HKK 1/11 attached that I referred the idea (for the amendment of the Hong Kong Constitution) in your minute to me of 13 September to Mr Rushford and that Sir Murray MacLehose also saw those papers.
