has been pleased, by Instrument under the Public Seal, to appoint
Mr. HO Nga-ming,
J.P., provisionally
and subject to Her Majesty's pleasure, to be an Official/Unofficial,
Member of the Legislative Council with effect from 9th February, 1971,
during the absence from the Colony of the Honourable J. Canning,
J.P.
