I have the honour to request Her Majesty's approval for a change in the substantive membership of the Legislative Council consequent upon the resignation with effect from 1st April 1971 of Mr D. C. C. Luddington, currently District Commissioner, New Territories, who, as from about mid-May 1971, will become Secretary for Home Affairs and therefore an ex officio member of the Council,

Mr D. C. Bray will be appointed to be the District Commissioner, New Territories as from 1st April 1971 and I now seek Her Majesty's approval for the substantive appointment of Mr Bray as an Official Member of the Legislative Council from that date until 30th June 1971.

Mr Bray has served previously on the Council in an ex officio capacity whilst acting as Secretary for Home Affairs from July 1970 to January 1971. He is currently Deputy Secretary for Home Affairs.
