The two exceptions are Mr R Hetherington, Commissioner
of Labour, who is due to go on leave prior to retirement in
September 1971; and Mr P K C Tsui, Commissioner for Resettlement,
who will relinquish his post at the end of this month and
succeed Mr Hetherington as Commissioner of Labour in August/
September. In these cases the Acting Governor proposes that
Mr Hetherington be reappointed to the Legislative Council from
1 July 1971 until he relinquishes his post; and that Mr Tsui
should be reappointed to the Council when he takes over from
Mr Hetherington as Commissioner of Labour.
5. Mr Tsui's successor as Commissioner for Resettlement will
be Mr I M Lightbody (Administrative Officer Staff Grade A);
the Acting Governor proposes that Mr Lightbody be appointed to
the Legislative Council with effect from 4 September 1971 (the
date on which he will be taking over from Mr Tsui).
6. Mr Tsui's appointment to the Legislative Council as
Commissioner of Labour and Mr Lightbody's appointment to that
body as Commissioner for Resettlement would both be until 30
June 1972, in line with the reappointments of other Official
Members.

Acceptance of the above proposals would mean that there
would be no immediate successor to Mr Tsui as Commissioner for
Resettlement when he relinquishes that post at the end of this
month; and that the post would be vacant until Mr Lightbody
took over in September. This means that there would be a
temporary vacancy for an Official Member on the Legislative
Council which the Acting Governor proposes to fill by a
provisional appointment.
