Hong Kong is by far the largest (in terms of population and economic activity) of the dependent territories of Her Majesty's Government. It is one of the most densely populated areas in the world. However, because of Hong Kong's special circumstances, there can be no constitutional progress towards self-government.
The Governor administers the colony assisted by an Executive Council and a Legislative Council, The Executive Council consists of 6 officials and 8 nominated unofficial members; and the Legislative Council consists of 12 officials (in addition to the Governor who is both President and a member of the Council and 13 nominated unofficial members). The power to legislate rests with the Governor "by and with the consent of the Legislative Council".
The Governor is not required to consult the Executive Council when matters are unimportant or too urgent; and although he may act contrary to their advice, he must subsequently report his actions, with reasons, to the Secretary of State.
It has been proposcâ-that--an Ombudsman-be-appointed-in-Hong-Kong to deal with the grievances of members of the public against the Administration. This is under consideration.
