36. The great post-war increase in Hong Kong's population

(largely by immigration from China) has involved a formidable

programme of expansion in the social services

massive advances have been made in these fields in the last

twenty years, a great deal remains to be done and there are

some formidable problems (not confined to financial

considerations) involved.

A new Public Assistance scheme has been initiated (1971)

under which needy families will receive cash assistance instead

of dry rations as formerly.

38. During the course of 1971 it is planned to introduce free

primary education for all those who desire it in the generality

of Government and Government-aided primary schools.

39. In the field of housing, the Government plans to provide

accommodation for an additional 560,000 people (including

180,000 persons from existing overcrowded resettlement areas)

under the resettlement and low cost housing programmes.
