APPOINTMENTS OF NOMINATED OFFICIAL MEMBERS TO THE HONG KONG
EXECUTIVE AND LEGISLATIVE COUNCILS
FROBLEM
1.
In his telegram No. 381 the Acting Governor hes reminded
us that the appointments of all nominated Official Members of the Executive Council (1 member) and the Legislative Council 8 members) will expire at the end of this month; and he seeks
approval of the proposals set out in his telegram for dealing
with the situation.
BACKGROUND

Lista are attached showing the present members of the
two Councils and giving the dates of their original appointments
and of their last reappointments, Mr DC Bray became a member
of the Legislative Council when he succeeded Mr Luddington as
District Commissioner, New Territories, on 1 April 1971.

In May/June 1970 we agreed to the Governor's suggestion
that all the nominated Official Mombers then holding office in
the Executive and Legislative Councils should be reappointed
for one year from 1 July 1970 to 30 June 1971. With two
exceptions, the Acting Governor is now proposing that all the
present nominated Official Lembers of both Councils should
again be reappointed for a further period of 12 months with
effect from 1 July 1971. He considers that this is the
minimum period which would preserve continuity without raising
public speculation and without prejudicing the position of the
Governor-designate,(who will assume office in November).
