I have just heard from Mr Michael Wright that Sir Cho-yiu Kwan collapsed and died during the meeting of Executive Council this morning. I understand that just before he died he was speaking about an amendment to the Stamps Ordinance.
2. Sir Cho-yiu Kwan has been an Unofficial Member of the Executive Council since 1961. Sir Albert Rodrigues is the only Unofficial Member who has been on the Council longer (he was first appointed in 1959). We shall I expect be receiving a telegram about this later today. Mr Royle may wish to send a message of condolences to Sir Cho-yiu Kwan's family. A draft can be prepared when we have had confirmation of his death from Sir Murray MacLehose.
