1. In my submission of yesterday I reported that

I had heard unofficially of the death of
Sir Choyiu Kwan in Hong Kong. We have now received
official confirmation of this in the Governor's
telegram no 916.

2. Sir Cho-yiu Kwan was, at his death, the senior
member of the Executive Council. The previous
Governor held him in high regard and described him
as being a careful and thoughtful person, the most
articulate and useful of the Chinese members of the
Council whose advice was always valuable and who was
active and helpful outside the Council.
3. Sir Cho-yiu Kwan was 64 years old when he died.
He was awarded a CBE in 1965 and was created a knight
in 1969. He was first appointed a member of the
Legislative Council in 1959 and a member of the
Executive Council in 1961. From 1961-1966 he held
had been at timis both appointments concurrently. He was a member
of
of the Urban Council and various Government Boards
and Committees as well as of organisations concerned
with voluntary work.
4. The Minister may wish to send a message of
condolence to Sir Cho-yiu Kwan's family and a draft
telegram is attached for this purpose. No such
message was sent on the occasion of the death in
