APPOINTMENT OF UNOFFICIAL MEMBERS OF THE HONG KONG EXECUTIVE
AND LEGISLATIVE COUNCILS
1.

In his telegram No 942 Sir Murray MacLehose has recommended
that all the present Unofficial Members of both Councils be
reappointed for six months with effect from 1 January 1972.
2. It was agreed in June when Sir David Trench and Sir Murray
MacLehose were both here that this would be the best thing to
as Sir Murray MacLehose has mentioned in his telegram the
arrangement will give him the opportunity to decide upon
appropriate longer term appointments without undue haste.
3. The present composition of the Executive and Legislative
Councils is shown in the attached lists. All Unofficial
Members have been consulted by the Governor and are willing
to continue to serve for a further six months.
4. There are two vacancies on Executive Council caused by
the deaths of Mr P Y Tang and Sir Cho-yiu Kwan. Sir Murray
MacLehose proposes to make provisional appointments (Mr P C
Woo and Mr Szeto Wai) to fill these vacancies under Royal
Instruction III covering the period 1 January 30 June 1972.
Messrs Woo and Szeto are the two most senior Unofficial Members
after Mr Y K Kan of the Legislative Council.
Both have
previously served on Executive Council in a provisional capacity.
