In my letter of 4 January I promised to let you know what we could do to enable you to see the local government structure in British cities before you went off to Hong Kong.

2.

For one

In your original letter of 23 December you suggested that we might include you in a group of other visitors, e.g. foreign Mayors. If you agree, however, I would much prefer to organise a short tour for you by yourself. thing, we think you would get far better value from this; also, many of our visitors who study Local Government here have specialist interests, and this might prevent you from getting an overall picture.

3. What we propose, therefore, is a 4 or 5-day programme which would include perhaps 2 days in London and 1 day each in Birmingham, Manchester and Liverpool; and on this basis, the itinerary might look something like the following (dates to be arranged):-

Department of the avironment, for talks on Central and Local Government.

G.I.C., for discussions on their responsibilities.

Port of London Authority.

Association of Municipal Corporations

- how large towns are administered.

Travel to Birmingham.

Talks with officials of Birmingham municipality, e.g. Town Clerk, Treasurer, Planning Officer, Education Officer, etc. We will also try and fix an appointment with the Lord Mayor. Travel to Manchester.
