Thank you for your letter of the 9th March. It will I think be easier if I answer it by reference to your paragraphs.

I can arrange meetings with the various consultants, all of whom are in London. They are:

Underground Railway Freeman Fox & Partners, the senior partner in charge being Sir Ralph Freeman. This firm is also concerned with the Cross Harbour Road Tunnel which is going to have a very big effect - not all of it advantageous on the traffic problem in Hong Kong. Half a day would suffice.

Traffic Flow

This is dealt with in Hong Kong by the Traffic Engineering Branch of the P.V.D., who in recent years, by sending officers to post-graduate courses in Britain and the United States of America, have gained quite a lot of expertise. However, Scott Wilson Kirk- patrick & Partners, who are working with the P..D. on major road schemes in Hong Kong, are acknowledged experts in traffic engineering and a meeting with some of their top people would be well worthwhile. Again, I suggest a half-day.

Water

Messrs. Binnie & Partners are the consultants, not only for the convent- ional schemes (i.e. Plover Cove and High Island) but they are also working closely with the Hong Kong Government on desalinat- ion. The partner in charge is Stanley Ford. Investigation into the pros and cons of
