7. I suggest that we could then hold the proposed discussions on the basis of these notes and my comments or queries on them, and I hope thus arrive at agreed points of departure for policies. I am afraid they could only be points of departure, because obviously we here may not be as fully informed of all the local factors as I shall eventually become. But if and when the latter emerge I would like to be able to consider them against the background of policies provisionally agreed between us.
8. I should think that all this can be done quite briskly, without taking up too much time in discussion.
