PROGRAMME FOR GOVERNOR DESIGNATE, HONG KONG

SUBJECTS FOR DISCUSSION IN SEPTEMBER/OCTOBER

From 12 July till mid-August I will be on tour, first in the UK and subsequently in Japan and Singapore. I am endeavouring to break the return journey at Malta and Geneva in order to pick the brains of Mr Prendergast and Mr Burgess.

2. On my return to the UK I propose to go home to Scotland, and continue non-confidential reading, resuming work in the Office on Tuesday 7 September. I would stay here until the last week in October.

3. During this time, in addition to the normal round of calls, I would like to read up the subjects on the attached list prepared by HK and FE Departments, and anything else Departments wish to suggest.

The list is described as "subjects for discussion". of course available, but suggest that most can be disposed of by my reading the papers, unless there is some additional point that someone wants to make verbally. But by 7 September I would like to know what subjects Departments wish to take up with me in discussion.

5. Before leaving for Hong Kong I should like to feel I was at one with the Office on all policy matters. I therefore very much hope that if Departments are critical of the Hong Kong Government in any of these fields put down for me to read and I am conscious that they are - I will be given a note, attached to the pp, setting out the agreed view of Departments on how they consider the Hong Kong Government could manage things better. One such field has already emerged from other papers the Hong Kong Government's relations with the CPG.

6. I hope that any such notes will be drafted to take account of all considerations relevant in Hong Kong as well as Whitehall, and will try to arrive at a constructive recommendation rather than merely state an optimum FCO position subject to Hong Kong objections.
