Mr. Rippon's visit to Hong Kong
Mr. Rippon has seen Mr. Bottomley's minute of
1 October commenting on the point in my minute of
© 30 September about the absence in Hong Kong of any
real representative of the British Government. Mr. Rippon minuted: "Whatever the constitutional difficulties this is a special situation: what we need is someone under whatever guise who can put HMG's
case".
