I refer to your letter of 13th February to Mr. Appleyard who is away from the office at the present time.
Appointments of Governors are, as you probably know, made by Her Majesty The Queen. There is an Appointments Board in this office on the selection of Governors which makes recommendations to Ministers; they in turn submit advice to The Queen.
I regret that it is not possible to give you any further information.
