We discussed on the telephone this morning the question of staff which Hong Kong might need on secondment from this office. I acquired further information on this subject today from Personnel Department and have prepared a new draft incorporating this information.
2. I think it is now important that a communication on these lines should go off to the Governor, Hong Kong, as soon as possible to give him as much time as we can to stimulate thought and collect information at his end before he comes to England in mid October.
