need to be considered:-
(a)
Secondments to Whitehall.
One basis would be that as
we would be using the secondee's services, we should pay
his salary, either at his Dependent Territory rates
grossed up for UK tax, or at the rates appropriate to a
diplomatic servant with similar rank serving in a
similar post.
(b) Secondments to Torritories.
The basis might have to
be Diplomatic Service rates for the secondee but with
reimbursement by the Territory of the territorial basic
salary of the post.
(c) Some small expansion of the Inspectorate might be
necessary to enable it to fix Diplomatic Service
allowance rates for up to an additional 15 or so posts.
(a) Possible consequential adjustments to OSAS rates in
Dependent Territories.
(e) Funds to stimulate education services, to produce an
adequate flow of recruits for territorial administrations
as soon as possible. For the Pacific territories our
target for this could with advantage be 1977; this would
involve action now in the field of education.
