RESOURCES REQUIRED TO ENSURE PROVISION OF
ADMINISTRATIVE STAFF IN DEPENDENT TERRITORIES
This examination falls into two parts:-
Resources needed by the Dependent Territorica Administrative
Staffing Unit, and
Resources needed by the Dependent Territories.
A. RESOURCES NEEDED BY THE D.T.A.S.U
The task of the DTASU is to recruit and manage administrative staff and to be a centre for forward planning therefor. The Unit
is at present still dealing with its own teething troubles and is
likely to be occupied until, say, early 1971 getting settled into
accommodation, training its own staff and dealing with arrears of
staff management problems. This is inevitable but unfortunately

limits the amount of effort which can currently be devoted to the ultimately more important task of forward planning.

In my view the best way to tackle this vital question of
forward planning is first to understand the present position and
bring about the most obviously and urgently needed improvements
while simultaneously exploring what further developments it might
be practicable to implement in the light of HMG's policies. The
second stage is to examine with territorial establishment officers
how their requirements might be fitted together with HMG's resources
and policies. On this basis I ought to start visiting territories
not later than March 1971 and get round within six months.
3. It will thus take twelve months fully to get to grips with
the task. I do not see that any variation of our establishment
would result in any acceleration or improvement. To achieve our
objective, we shall need funds to finance visits to Hong Kong
