Hy view of the resources needed to provide administrative
staff for the dependent territories are in brief:-

a) No change in staffing the D.T.A.S.U.
b) Funds for me to visit the territories.
c) Costs of two way secondments.
a) Funds to stimulate education in the territories.
I attach a paper setting out my reasons for these conclusions.
Doubtless of course there are also staffing needs in the professionsü
departments of territories (e.g. Education Departments
paragraph 1 of above) of which account should be taken. This is
of course outside my bailiwick.
