S. Most people living in Hongkong have Prown accustomed to accepling restrictions on normal political liberties, There is grave concern høre among cof- leagues, however, about a sudden ang marked shift_in_official policy away from liberty towards greater restriction.
A number of teachers and scholars from non-Commonwealth countries have recently been refused renewal of their visas, and in some cases even initjal entry into the colony, This is dismaying not so much for them, but for colleagues and friends who are obliged to stand helplessly by, and for university em- ployers who depend to some extent on their services,

The official justifications so far pro- duced fool nobody. The plain fact is that these people are not troublemakers, but lively and responsible" people who want to do their bit for Hongkong. Most of them do so, peacefully and suc- cessfully. One of them, a friend of mine, would be regarded in his own country (Germany) as a rather harmless liberal-minded academic.
Hongkong happens to possess two modern universities. Apart from being expensive to run. these institutions can- not possibly serve the community ade- quately if freedom of discussion is totally suppressed." University teachers who are here on visas have recently begn intimidated by the semi-official organ of the South China Morning Post (Septem- ›ber 24, leader) into expecting that they will be the next victims. It is but a short step to more complicated legal measures being taken against British and Com- monwealth subjects like myself.
