Kong are very different from those obtaining
in Europe or in North America.
The dense
population of Hong Kong (which averages
10,000 persons per square mile) can easily
lead to situations in which minor issues
(e.g. peaceful demonstrations) can quickly
lead to serious riots.

(d) The Hong Kong Government would not
be carrying out its duty if it allowed

aliens publicly/express their
disapproval of American policies in
Vietnam, or other issues unconnected
with Hong Kong, if to do so involved
risks to law and order in the Colony.
Apart from this, it would be quite
unreasonable to expect the Hong Kong
authorities to allow aliens visiting the
Colony for their own purposes to abuse
the hospitality thus extended to them
by participating in political activities which involved the risk of breaches of law and order.
(e) There is very little support for
the foreign dissidents, even from the
local left wing press in Hong Kong.
