Visa and Immigration Matters
The attached Background Note provides
information on certain visa and immigration matters
about which Mr. Rippon may possible be asked during
his visit. If the matters are raised at all, it is
likely that they will be raised by the unofficial
members of the Executive or Legislative Councils.

being put to the Japanese authorities through our

German Visa Requirements from holders of Hong Kong Passports (see Part II of Background Note
in Whitehall Careful consideration has been given to
the possibility of an approach to the Federal German
Authorities; but it has been decided that in view of
the known attitude of the Germans on this issue, such
an approach would serve no useful purpose at the
present time. The matter will, however, be kept
constantly in mind and should a suitable opportunity
/present.....
