Visa and Immigration Matters

The attached Background Note provides information on

certain visa and immigration matters about which Mr. Rippon

may possibly be asked during his visit. If the matters are

raised at all, it is likely that they will be raised by the

unofficial members of the Executive or Legislative Councils.

The suggestion of an informal reciprocal visa waiver

arrangement between Hong Kong and Japan is being put to

the Japanese authorities through our Embassy in Tokyo.

German Visa Requirements from holders of Hong Kong Passports (see Part II of Background Note

It is understood that the Hong Kong authorities are

themselves taking the matter up informally with the German

Consul-General in Hong Kong. Careful consideration has been

given in Whitehall to the possibility of an approach to the

Federal German authorities; but it has been decided that in

view of the known attitude of the Germans on this issue, such

an approach would serve no useful purpose at the present time.

The matter will, however, be kept constantly in mind and

should a suitable opportunity present itself (for example

as a result of

approach made by the Hong Kong authorities

no time would be lost in taking the matter up with them, if

so desired.
