General
It is recommended that the Chancellor should take the first
opportunity that presents itself after his arrival in Hong Kong of
making it known that his visit is primarily concerned with
familiarising himself with those aspects of the negotiations for
Britain's entry into the EEC which are of interest to Hong Kong;
and that he will not be concerned during his visit with internal
Hong Kong affairs on which Her Fajesty's Government, having only
recently taken up office, is still considering their policy. The
Governor is also taking steps to let the above be known in advance
of hr. Rippon's visit.
Constitutional Reform (including the introduction of elected
representation into the Legislative Coung
This is not a matter which the Chancellor will be discussing
during his visit and he will no doubt wish to refrain from comment.
Expiration of lease of how Ferritories in 1997
This is a very long way ahead, A great deal will have
happened in the area between now and 1997. It is simply not
possible for anyone to forecast what the circumstances will be at
such a distance in the future.
