the Communities, our largest market, increased

by 2 times between 1958 and 1968. But as a

prospective member of the Community we note

with interest that trade between member

countries increased by four times during the

same period.

8. But these are not the only reasons why

we want to make a contribution to European

unity within the framework of the enlarged

Communities. I have already s.id that unless

Europe shows greater cohesion she will no

longer be able to play a creative role in the

wide world. Our vision of Europe is, as

always, an outward looking and liberal one.

We do not intend to forget our friends in the

wide world, including Hong Kong.

We are

confident that the Communities will develop in

a liberal way. On the whole their attitude

to tariffs in the Kennedy Round etc. has been

an enlightened one.

record of Their/trade with and aid

to the developing world has been honourable.

In the long run I am confident that the

development and enlargement of the Communities

will be in your interest and that of other

Commonwealth countries.
