Talking Points
Perhaps we can sake more of the second sentence of paragraph 5 by substituting

"On man-made fibre gʊeds this will entail little change in rates of duty, and Hong Kong exporters have already shown that they can compete successfully in the UK market over the tariff. The same will, I sure, be true when we implement the proposal to introduce a duty on Commonwealth cotton textiles on 1 January, 1972."
In the last line mit one read "CE" for those goods". (Incidently we would very much like to see a copy of this study if Hong Kong Department can provide it.)

I suggest that this might be point III of PCO 36 to UKDel/OECD, with "waG" for "is" in the third line. That telegram might be a useful annex to the brief?
