3. There are therefore no specific assurances which can be
given to Hong Kong, and the Hong Kong Government will not
sericusly expect them. (In 1967 Hong Kong accepted, in
discussions with HG, that association was impossible and
that) Britain would have to apply the CET against imports
from Hong Kong). The Hong Kong Government will be
gratified to receive a visit by Mr. Rippon and the sympathy
and interest which this implies. But it would be wrong to
give any impression that we can do more for Hong Kong than
is in fact the case.
