The progressive improvement in labour standards has greatly helped Hong Kong's international image. Unchecked industrial expansion shows that it has not damaged Hong Kong's competitive position. (Paras. 1-2).

A good foundation has been laid; what is needed now is a closer examination of special problems for example: child labour (para.5); factory conditions (para.4); industrial relations ara.2); social security (para.3).

The Labour Department is a key sector of the Hong Kong Government, and much in the public eye. It demands special attention to its staffing problems. (Para.7).
