There is one complication which influenced the Hong Kong Department in taking the view they did. If an officer were appointed to a post in the Administrative Officer Staff Grade B2, or equivalent, without the approval of the Secretary of State he could not become a member of Her Majesty's Overseas Civil Service (HMOCS). It would not be possible for the Secretary of State to "rubber stamp" such appointments. (But, if en officer, who was already a member of HMOCS, were promoted by the Hong Kong authorities to a port in Staff Grade B2, or equivalent, he would of course retain his momb.rship of HMOCS.)

The Ministry of Overseas Development have been consulted again abot this and they still think that it would be desirable to accept the original Hong Kong proposal subject to the reservation about membership of MOCS. The Department no casiders that the Hong Kong Government could be told during the forthcoming visit of the Parliamentary Under-Secretary that, if the Government of Hong Kong still wish to have authority to promote officers to Staff Grade B2 appointments or equivalent, we shall be glad to look at the proposal again.
