holders from Hong Kong could enter Japan without visas.
In September, 1969 the Hong Kong authorities
liberalised their immigration control to allow the
nationals of most countries with which they had no visa
waiver arrangements to enter Hong Kong without visas for
visits of up to 7 days. This was to encourage tourists.
Japan benefited by this and consequently has even less
reason to accede to Hong Kong's request.
8. The Japanese have been told that Hong Kong is
prepared on a reciprocal basis to extend the period of
stay without a visa to one month. The concern of the
Japanese about deportation could perhaps be satisfied
by a guarantee from Hong Kong to cover the costs of
deporting Hong Kong Chinese who stay illegally in Japan.
This could be suggested to the Government of Hong Kong.
It will, however, be difficult to alleviate the Japanese
concern about security.

Gerran Visa requirements for Hong Kong Passport Holders
Because citizens of the United Kingdom and Colonies
who belong to British dependent territories are generally
subject to United Kingdom immigration controls, since the
passing of the Commonwealth Immigrants Act of 1968, they
can no longer be automatically sent to the United Kingdom
by the German authorities if any problem arises over
their admission to ur stay in Germany. In view of this,
the present policy of the Federal German authorities is
that all persons belonging to British dependent territories
and travelling on passports issued in those territories
