Ombudsman until the possibility had been fully explored of

strengthening the existing machinery for enabling the people

of Hong Kong to make known their views and grievances to the

authorities. Lord Shepherd also expressed the same view in a

letter which he addressed to the London branch of JUSTICE in

December, 1969.

It is most unlikely that this matter will be mentioned

either by the Governor cr by his official or unofficial

advisers during the Secretary of State's visit. However, it

may be raised at the Press Conference.
