The Governor of Hong Kong has been kept fully informed through-

out these negotiations. In particular he was assured before we

received the Soviet text of the documents that the wording of the

Agreement could not be interpreted legally as committing us to

provide to the Russians facilities of any kind in Hong Kong.

made it clear to the Governor that although the Russians could ask

for a resident representative or the opening of a ticket office (which they could do at any time regardless of the present Agreement) there was, under the provisions of the Article concerning

"commercial collaboration" no obligation on our part to accede.
